I have continued to ask that same question from the beginning of my oposition
with WIC.  I have learned a lot along the way regarding WIC policies.  We do
not have any flyers, posters, pictures of infants with bottles or anything
that portrays bottle feeding.  There is never anything visible representing
formula companies.  Only way women know that WIC gives formula is by word of
mouth and previous experience.
I guess in some ways you can look at the situation and say that WIC sends 2
messages and it can be very confusing to the mothers.
