Kathleen,

My suggestion would be to try the tea tree oil I mentioned a few days
ago.  I've used it on several "mystery" rashes and infections with my
family, and it really does seem to work wonders.  It also has a
cooling (menthol - type) effect, and quite a strong aroma which is
nice if the affected area has an odour.

I know that doesn't help figure out what's causing the problem, but
it might provide some relief.
