I don't think there are added sections to the code, but when one entity
helps another break the law/code, then this is known as "abetting".  If I
drive the get-away car, I'm part of the bank robbery, and partly
responsible.  Even if I just hide a fugitive from the law, that's "aiding
and abetting" a criminal, in the United States.  I think it is reasonable to
inform and educate people about the letter of the code and the intent of the
code, and to point out to them how they are helping the infant formula
manufacturers break the code.
