Rachel and listmates,

I have sent Rachel's previous post on this topic to the Perinatal RN and
Midwife Discussion list.

This proposal, though written well, addresses the workplace issues only.
The workplace problems are just a small part of the big problems with
promoting, protecting and supporting breastfeeding in the US.

One important issue that isn't discussed regards third party reimbursement
for lactation consultations.  Reimbursement is spotty at best among
insurers and varies from state to state with Medicaid.   Wouldn't this
proposal be a good place to start to ensure that lactation consultants are
reimbursed for our services?

What about ensuring that health care facilities have lactation specialists
on staff?  The recent DOD policy discussion on this list clearly
illustrates that there is a dire need for having someone on staff who has a
clue about lactation issues.  Again, it goes back to saving health care
dollars by breastfeeding.  At our local Army hospital, a 25% breastfeeding
rate at the two-week well baby checkup is downright pathetic.  Something
needs to be done.  One person at the hospital can't do it but it's a good
place to start guiding breastfeeding protection, education, promotion and
support.  This lack of services at DOD facilities is costing the taxpayers
a lot of money when you look at the costs of WIC formula and childhood
illnesses alone.

Let us know when this will be going to Congress so we know when to address
this legislation with our Congressmen.
