It is only rearely to anyone's benefit to take a child away from its parents and its own environment.  And Idon't think that CPS anywhere is really looking to take away as many babies as they can.  But there is a problem inhereint in their   CPS's reponsibilities and  power.  

Once a situation is reported to CPS, they cannot just blink it away -- no matter how crackpot it seems, they MUST  investigate. And once  they have their foot in the door, for whatever "wrong" reason, CPS can now submit all of the family's practices to intense scrutiny, and separate families while various things are being checked out.

And then, if the individual caseworker doesn't like an individual parent, 
or is overly enchanted with his/her own power, it is very easy to royally mess up the family for quite some time.
