The letter that accompanied the survey stated that

>>QUOTE

"The ILCA Board of Directors has graciously given us permission to
conduct a written survey of a number if ILCA members for this project,
and provided us with your name."

So I don't think the survey was sent to everyone that  is a member of
ILCA ,  just some.......
