I suggest you start by putting in a proposal to implement the Ten
Steps to Successful Breastfeeding and becoming Baby Friendly.

A good reference is Wright A, Rice S, Wells S (1996) "Changing
hospital practices to increease duration of breastfeeding"
Pediatrics 97(5): 669-675  This study was done in a US hospital.

Baby Friendly USA (?) would have a wealth of resources to help you.
