Delegation invitations are a dime a dozen.  Sorry to be so negative, but I
receive about 3 of these per week via various organizations related to
public health.  While it is true that I've only received a total of
probably 5 bf delegations, I am sure you will get more now that you're in
the loop for these mailings.  These delegations can be very useful, but are
almost always expensive.  I did go on a public health delegation to China
in 1987 and did receive partial funding from a public health group, so it
is not impossible to obtain scholarships.  I just wouldn't rush to take out
a loan.

Given ILCA's disasterous financial statement in the last GLOBE, I think
it's safe to say that they would not be in a position to fund this
(however, I'm not speaking for them).
