The greatest success I have had  was with a 35-1/2 weeker who never latched on, sleepy, disorganized suck, occasionally just licking at mom's breasts --
at 24 hours started wearing baby in a sling at her breast, occasionally reaching
briefly for the nipple -- at 36 hours taught them cup-feeding, tried other supple-ments (but no bottle) to keep the kid from starving, cco-slept and carried baby in
sling almost without stop for two more days at home, then latched in the sling
when mom was paying no attention at all, and has been full steam ahead ever
since -- mom also had inverted nipples.

But you mention also that she is innundated with company -- and as hard as it is, we must get across to mom's that some dyads need privacy and rest while they learn to make things work.    

Also you mention that baby has been over-dressed.  A sling works nicely to keep mom and baby skin to skin while waiting for the almost inevitable. . .

Still another possibility, but again it takes being away from the maddening
hordes . . .get her into a tub of warm water with baby on tummy, and let
baby re-do the crawling up to nipple.  Takes much patience on part of both
mom and baby, but may do the trick.

Question:  Does the baby exhibit walking" reflexes?  A few babies I have
worked with, especially breech babies, had minimal movements of those
kind, so mom's played with them and pumped their legs for them on and
off before and during breast feeding, triggering more interest in latching.
