My husband is from Bangladesh, where Cholera is a real risk. I have
been there 5 times from 1-2 months each time, once with a 4 month old
exclusively (thank God) nursing daughter. I frequently saw on TV public
service announcements
about how to make oral rehydration solution. The message was very
simple, and pictorial, and directed at the vast majority of people
who were illiterate and live in the villages. From what I understand,
this solution was developed as a life-saver against Cholera, for
people who could not afford medical care, and my brother-in-law
who is a doctor there says its a very successful strategy. It
consisted of salt, sugar and water. I do not remember baking
soda being part of the formula.
