How do we know a woman with pierced nipples cannot breastfeed? I
suppose it is possible that some ducts have been damaged, but not all of
them. If she has only one side pierced, then she still has a completely
available breast.

I would say that the mother should breastfeed and not worry about the
scare tactics. If it works out fine. If not, well you can always
switch to the alternative. Even some mothers with breast reduction
surgery are able to breastfeed exclusively. I cannot believe that the
nipple ring causes that much damage.
