Barbara re: WIC counting numbers--
Sorry to start sounding like a broken record, but the Stages of Change
research stresses the need to count the change involved, not the numbers.
These researchers have done a lot of their work in smoking cessation and
find that at the end of 6 months, for example, the numbers of people who
have quit may only be X, but at the end of a year, the number is a lot
higher. The work they did with these people didn't help them quit
immediately, but it moved them into another stage where they became more
ready to quit, then did it on their own later.  It is short-sighted to only
measure results for a short time. These people are at the University of
Rhode Island so you may be able to tap into their work and see if you can't
work with WIC to look a little differently at their evaluation methods.
While breastfeeding seems like a "do it" or "don't do it" kind of behaviour,
I still see the stages of change in women, especially from baby to baby (one
of the advantages of practicing in a small town for a long time!).
