I don't have data, but I think some of them do.  I don't expect people to try to
put themselves out of jobs, and if all the mothers in WIC worked, there'd be
little use for WIC (I say "little" because some jobs don't pay enough to support
mom and child) but education, and that doesn't take much of a budget.

The trouble with the politics of welfare in general is that the politicians
become
dependent on a class of people trapped in the welfare system to re-elect them,
and thus have a strong motivation to avoid doing anything that might enable
the welfare client to become self-sufficient.  It is a tribute to the people who
do make it out of the system, and to the workers who do try to obsolete their
jobs helping them, that some do make it.  If, however, a program is developed
that makes it significantly easier to break the barriers, you can be sure the
welfare politicians will oppose it, and the welfare president will veto it.
