          The first IBLCE exam was offered in July 1985 in Washington,
          DC and Melbourne, Australia to a total of 259 candidates.
          Over the first decade of annual administrations, 5663
          candidates from 20 countries took the exam at numerous sites
          on 6 continents. Worldwide there were more than 1500
          candidates for 1995. By September 1993 nearly 4000 people
