When referring to "formula", I call it commercial baby milk.

Commercial baby milk does not seem to offend anyone and it clearly states what
the product is.  Even some parents will call it commercial baby milk after
hearing me speak in those terms.  I references to commercial baby milk factual
since the occassion for talking about it to parents implies that they may be
using it or need to use it for whatever reason.  I stress that commercial baby
milk is appropriate when mother's milk is not available.
