    the problem then is not an infant/toddler/child issue. it is a parental
issue. there are infants who go with and are quiet there are others who are
never quiet...the onus should be on the parent to KNOW whether her/his child
will be a distraction/distruption to the other attendees. the age of the
child should not be the deciding factor BUT the temperment of the child.

    additionally parents who want to have a child with needs to organize
their attending in such a manner to allow the shild time and area to be a
child so that the child can attend quietly when asked to do so.
