Beekeepers are not the registrant.  Thus they can request any change you wish but the EPA will pay zero attention to the request as they have no legal standing.
If some group of beekeepers wished to make such a request and get EPA attention they need to pay fees, apply as a registrant for a product registration and tell EPA about how they are going to package the product they intend to sell and all ingredients in that package.  They also need to supply any studies EPA deems needed to support the registration and those studies need to be conducted according to Good Laboratory Practices as defined by EPA.  In plain English that means those studies will be expensive.
