A lot of this eventually goes back to the question of whether the detection of a substance, object, entity has a measurable effect on a presumed consequence. The dose makes the poison. In the case of neonics, the preponderance of evidence, in the most usual applications, points to clear effects on small individual invertebrates, including smaller solitary bees, but not on honey bee colonies.
