I find EPA's position to be confusing, since I've been studying their
requirements for using pesticidal compounds on their Minimal Risk list.
Any of those compounds can only be compounded with ingredients on their
Permitted Inert Ingredients list.
So I cannot fathom how they will register a pesticide not on the Minimal
Risk list that contains excipients that have been clearly shown to have
appreciable toxic action (sometimes as much as the active ingredient).
As far as I'm concerned, EPA should require more test data on the
formulated product, as opposed to only the active ingredient.
