FWIW, 

This spring I bought and installed two packages for some beginners I know. The equipment was a mix of new and used. The bees built up well (although one was much stronger than the other probably due to drift). They both made plenty of honey this summer. We treated in August with Mite Away but by the end of October one had succumbed to mites and the other was at death's door. 

So—using packages is no guarantee that the bees will be "clean." By the way, all the bees I have under my control did very well, but I attribute the success to fall application of Apivar. Ironically, I was planning to treat the beginners' hives with it, but they didn't make it that far.  I will say this is the most rapid case of rise and fall I have ever seen. Quickest $300 I ever lost.
