Bear in mind there are relatively few leaders; the bulk of the swarm consists of followers. I have long thought that when you put a swarm in or near an empty hive, they all rush in because in their minds, they suppose that this must be the place the scouts were taking them too. In other words, their one impulse at that point is "here we are." Now, a swarm will occasionally reject the hive after a few hours or a day, presumably because the leaders persuade them that the journey isn't over yet. By the way, I think we all have seen bees occupy less than ideal locations and have wondered how they could be so foolish.
