Some folks may have some more contemporary updates, but a little under two years ago I communicated with our state-level certifying agency and they unequivocally stated that Certified Organic for honey was impossible, lamenting the loophole that allows imported honey to secure the designation via reciprocity agreements with much less strict requirements but leaving US-based producers in the lurch.
After much head-scratching and consternation, I elected to pursue the 'Certified Naturally Grown' designation, which in many respects mirrors the Organic certification in other countries:

Not sure if this will ultimately meet the needs/wishes of your clients, but might be something to look into as an alternative if you haven't already.
