 I do not know the answer to the excellent Q of "*WHY* the US delegation
was so large."

WHO/WHA maneuverings on the whole rather mystify me.  Taking a wild guess,
I would surmise that the USA can AFFORD to have a "full panel" of
delegates; smaller countries may not.  Many countries also appoint, from
industry, the people who are the delegates "representing" the offical
government/country.  Don't even get me started on the conflict of interest
implications, but there you have it: if you are from industry and you have
a legit ticket in, you are going, baby.
