This is the policy at daycares who belong to the subsidized USDA (United States Department of Agriculture) food program for daycares. They reimburse centers for food provided to the children as long as they follow their guidelines. (Which is actually a very poor nutrition plan.)
She can print off the form, or ask her center for a copy of the form, and have her Doctor sign it - stating that she can essentially opt out of the list of required foods.
This is the guidebook with the regulations for reference. https://www.fns.usda.gov/sites/default/files/cacfp/Independent%20Child%20Care%20Centers%20Handbook.pdf
