IBLCE's annual July Surprise is their call for comments, on bylaws changes,
that were hinted at earlier in the summer. Deadline is 10 August 2022 for
comments to be made, but if history repeats itself the comments will make
absolutely NO difference.

What is afoot? IBLCE wants to create a volunteer Mini Board to do what
appears to be ALL the Big Deal stuff that is currently handled by staff and
the extant Big Board. How exactly is THAT gonna solve the problems that
IBLCE suffers from?

I submitted my comments tonight as follows:
This proposed commission, comprised of *volunteers*, has "authority and
autonomy" over, at the very least, essential activites involving the exam
eligibility, exam development, scoring, E&D, appeals, recerts, and scoring.
To whom do they answer? Are there term limits? How are they to be selected?
Their charge sounds like the bulk of the meaty work already expected of the
staff, and the current Board. What "broad policy decisions and issues" does
the Big Board have to wrestle with, if the Mini Board is thinking about All
Things Exam and E&D? Who will the paid staff send aspirants to, when they
have questions about eligibility or what courses count for hours and who to
complain to when they don't get clear answers? It sounds like IBLCE wants
to ADD a layer of people who will work without pay, and (I suspect) without
power to implement decisions, in an organization that already suffers from
a lack of good customer service, clarity for exam takers and re-certifiers,
and muddled direction on its website. This is NOT going to solve the
