Naomi, the US has never signed on to the Code--there is no actual signing.
That year, the US simply did not object to the current resolution under
consideration or try to insert language that weakened it like the US
usually does. This signaled that there was potentially some support for the
Code somewhere within the US government. Subsequent administrations however
continued to object to resolutions and tried to assure that any resolution
was significantly weakened so that it did not interfere with the business
practices of formula manufacturers or any business that was related to the
formula manufacturing process.
