In the website http://www.cde.ca.gov/ls/nu/cc/mbcacfp142015.asp for the
Child & Adult Care Food Program (CACFP) they reference the A Guide for Use
in the Child Nutrition Programs

Pages 15 - 21 address feeding infants breast milk and how to support mother,
as well as store the milk, prepare it, and feed it to the baby.  

 

Specifically, it states: 

Use of Breastmilk for Babies Over 12 Months of Age Some parents may request
that the caregiver continue feeding their babies breastmilk after 12 months
of age. Continue to serve babies their mother's milk as long as the mother
is able and wishes to provide it. Mothers who wish to continue providing
breastmilk for their babies older than 12 months of age can do so without
having to submit a medical statement. Breastmilk is a substitute for cow's
milk in the meal pattern for children.

 

I have worked with the team in California that participated in a nationwide
review of the Day Care Feeding regulations addressing this sort of questions
previously, but just got confirmation from them that what we had
added/edited 4 years ago is still included - it is the MOTHER'S choice, not
the Day Care (or the government's).
