Not sure about other states but our PL dept. here in California had a call
about a prospective adopting mom who wanted to or was nursing the baby she
had gotten at birth to adopt.  Mother had picked birth parents and they
took baby home from hospital as they completed adoption proceedings.

I remember the issue was the state person who oversees the adoption was
having issues with it.  Everyone else was of the thought that birth mom
picked the parents and knew they had the baby to adopt, so what could th e
problem be.  Having worked with a mom who adopted in our state I had to
explain that the mom had 4 months to decide (after placement) if she wanted
to give up her parental rights and then another 2 months before the
adoption is finalized.  In other words, in California a mom has 6 months to
change her mind and parent her baby - so technically it isn't the adoptive
parents baby yet, it is still the birth moms.  They could try having a
letter from the birth mom that she is okay with adoptive mom breastfeeding,
since the state is concerned that if the mom changes her mind she might be
surprised to find the baby was nursing and was expecting to keep on nursing
making re-unification difficult.

Each state has different rules on length of time and if adoption is open or
closed to consider.  I almost hate typing it, but they may need to speak
with the lawyer handling the adoption about breastfeeding and have plans
written into the adoption paperwork.
