I used to work for wic and generally the states keep a funded balance for some period of time. In California we are generally flush to continue to provide services for 3-6 months during proposed shit downs. However last year during all of the hurricanes it was hypothesized that if we have one more Cat 5 hurricane funds would be diverted from USDA to FEMA. Luckily that didn’t happen.
Every state however is different. Smaller funded states (think northeast) may not have quite the funding to be sustainable for long. You have to check with your local wic.
