A colleague of mine at another hospital loves and uses Foley cup feeders. I think she says they are $4 a piece retail. Not sure what the bulk cost would be or even if available. There are oral syringes which do not have luer locks and are orange to avoid connectivity problems (connecting to an IV by mistake) and the hubs are long but not sharp. Caution is advised in general, to not bump the baby’s tender mouth, but has not been a problem. I do love spoons and I do see your point spoons not individually wrapped. The wrapped spoons, I bet would not be too costly. Or there could be a stash  of spoons in accessible to the lactation dept and with a sign reminding hand hygiene before grabbing one.
