Thank you Elizabeth and all for the valuable links to IBFAN etc.

Does anyone know *WHY* the US delegation was so large that it "outnumbered other countries"? I'm not asking about the lobbyists (which obviously will be as numerous as can fit in a room) but the actual DELEGATES to the WHA? What is the apportionment of delegates based upon? Population, financial contribution to the WHO, or something else?
