Proteins are vitally important for growth and enzyme production,
carbohydrates for running the brain. Under normal circumstances, lactose
breaks down into glucose for energy and galactose for forming the
growing brain. Babies need a balance of all these nutrients, and
essential fatty acids for cell membranes and energy. Just giving milk
fat would provide calories and essential fatty acids, but none of the
other nutrients needed to run the body. Adding mom's milk fat to a fat
free or low fat lactose/galactose formula could give the baby some of
the benefits of human milk without doing harm, but I've never seen low
fat lactose free formula. The consequences of receiving lactose are dire
for babies with classic galactosemia, so generally docs are cautious
about doing something unproven.
