I have very fair skin and my areolas were just a pale pink colour until my third pregnancy, when they finally became a bit darker (though not a lot). I had plenty of milk. 
I think how much the milk production can increase depends a lot on the reasons why it is low. Have things like retained placental fragments been ruled out?
