With a Haakaa-style silicone pump, the effect on milk supply has everything to do with the suction. If you simply place it up against the breast to catch a let-Down that is naturally happening, you are passively collecting milk and are doing nothing to change what is naturally occurring, therefore not altering the milk supply. This would be the same as using a Milkies Milk Saver.

If you squeeze the bulb and create suction THEN place the Haakaa at the breast and create a seal, you are now using it as a hand pump and actively collecting milk. This would increase the milk supply as you are increasing the amount of milk that is removed, which increases the amount of milk made for the future.
