My first thought would be to find out why the attendance was so poor before. Did women not know about them, or not want to breastfeed, or not think a class would be helpful, or have unattractive perceptions of what it would be like, or what? Is there any chance of surveying women who gave birth in recent years to find out whether they knew about the class and, if they did, what made them decide to go or not to go?
