I, too, have been wanting to get this for my clients. The article recommending it was in last winters USLCA's journal of clinical lactation. It also mentioned "peppermint water" . So, I've been suggesting women use a moist peppermint tea bag and "paint" their nipples with it. I've also communicated with Dr. Frank Nice about peppermint gel, and he believes it will become available in the US.
