Can't answer the question, but can I just politely ask for a 'watch
your language' here, sorry :) :)
Health and social care workers and supporters are surely not in a
position to 'not allow' breastfeeding.
The opposite of 'recommend' is, at most, 'advise against'....or in
this case, 'offer support to minimise any possible adverse effect on
the baby of mariajuana'.
