Recommendation is to heat to boiling
then cool to 70C
then add PIF
then cool to feeding / body temperature.

I believe the first part is to decontaminate the water
The second part is to decontaminate the PIF without destroying too many nutrients.
However the PIF Mfg Co says that 70C destroys their lab-created probiotics
The third step makes it a comfortable feed for baby.
