The mother should immediately change this baby to human milk.  Cow's milk with sugar is not appropriate at all.  It is harmful enough to warrant a cold turkey approach.  If and ONLY IF the baby refuses, mixing could be used. The baby may have been rejecting the formula because of taste.  Fresh milk simply tastes better and if this baby was getting fresh cow's milk, there may have been a difference in preference for the fresh milk over the taste of heavily processed cow's milk with lots of additives.  So, this mom might want to start with freshly pumped milk before using stored milk.
