Here's an interesting op-Ed from Nature. It's not about science museums, but it is about NSF and it's funding commitments, in particular some shiny new research instruments and programs. The lesson is "Every investment come with costs, and NSF would be better served to think things through." Just like a research vessel, science museums and educational programs need ongoing support for maintenance and operation, it's a cost of their creation.
