You can do a general search for "sending infant formula to China" and see lots of articles.
People can't just mail dairy products. There are govt import / export laws that cover this.

I'd read reports in the newspapers that there was a run on some brands of powdered infant formula("pif") in some Australian supermarkets as families and friends in Australia were buying it up and mailing it to China. This afternoon I was in the post office and actually saw this happening. A pair of customers ahead of me were asking the postal officer if there were limits on the amount sent by mail out of the country as they were planning to do so and wanted to check it was feasable.
There are just so many issues - all the usual food security issues; the perception that local products may not be safe; the run on the Australia-manufactured product; and the potential run-on effect of creating the belief that this is a very desirable product, sent at great effort from Australia, and so must be highly desirable for babies.
The postal officer wasn't able to answer the customers' questions about what quantities Customs would accept at the other end, as this is a different country.
Is this buying up of pif to send to China common in other countries, or just in Australia?
