I recently helped a friend with a similar situation.  Here there is not a place to file a complaint either.  We do have students at the UNM Law School Clinical Law Center that assists moms when they encounter these type of issues though.  Do you have a local law school that may be of help?  All it took was a letter from a law student and a faculty member and the issue was resolved.  Good luck!
