Any comment, from those more knowledgable about the code, on this story in the press this week?

Is the Prime Minister's action to pose with a can of formula and sign his name on the tin not a code violation in itself? I am getting the impression that a lot of NZ formula is being marketed in Asia and from this statement it is clear that it is not only the Chinese companies that were promoting formula at a "major Mother and Baby expo in Shanghai"
"To compete, Kiwi-made infant formula companies hired models, including former Miss New Zealand contestant Avianca Bohm, to promote their product."
There is a voluntary code for marketers in New Zealand which you can see here.

the code states:
INC companies should not advertise infant formula products directly to consumers.
INC companies should not initiate direct or indirect contact with pregnant mothers or family members to promote infant formula
So is using "models" promoting your products at a major Baby Expo not a blatant violation of the code.
