A typo, maybe?
Fear is experienced by babies much, much younger than this.
From birth, they experience great distress being separated from their
mother - this is the equivalent of fear, though it may not be cognitively
processed.
Babies who are abused learn very quickly - certainly by a few weeks - how
to avoid abuse. They 'freeze' rather than draw attention to themselves.
This is fear.
