Whether or not doctors receive gifts is beside the point.  Formula manufacturers and drug companies know that receiving a sample from a doctor or hospital will create brand loyalty for the typical consumer.  "My doctor gave me this brand, so it must be best."  New mothers are in a fragile emotional state, and perhaps desperate during feeding problems.  Surely they, too, become a typical consumer during these times of crises.  It's a billion dollar industry relying on consumer loyalty.

Further, one study shows that of mothers who plan to formula feed and who do not receive formula samples, 50% go on to breastfeed.  No formula to fall back on perhaps leads to trying to breastfeed.  

I agree with Liz in that the best solution is simply to purchase the formula and pass the cost along (or combine it in the fees).  But I'd suggest written instructions re: brands, etc., be given as well since brand loyalty is still the likely outcome.
