I would appear, based on points number 6 and 7, that the MBC does indeed feel that way. Or at least the president of the association does. 

In addition, regarding point number 6, while there is indeed no government oversight, there is most certainly consumer protection. 

The question becomes clear... if non-nurse IBCLC's were utilized, at the 5.4 FTE level as specified, would the MBC approve, or is it strictly a question of not being an RN?

The wording is impressive and shows the medical background of the president. No one quakes like a physician or hospital (or their lawyers) when you start using phrases like "standard of care", and "evidence based".

The closing sentence however, points back to the question:

"Patients at UMass Memorial deserve evidence-based maternity care practices that follow acceptable national standards of care."  Melissa C. Bartick, MD, MSc, President, Massachusetts Breastfeeding Coalition

So, is there evidence that shows that RN's are better IBCLC's than non-RN's?
