I'm guessing you typoed 25 pounds there (?), which would place this
toddler a bit above the 75th percentile in weight for age. Does the
child look and act like he is thriving? Are there any other concerns?

What you have described about his intake sounds completely normal to me
in quantity. Though offering more fresh vegetables and variety would be
a good thing - why so much processed food? Does he get offered any fresh
food (I'm guessing a "fruit cup" is canned fruit)? I certainly wouldn't
be in any rush to wean a child from fresh homemade breastmilk onto
chicken strips and jarred food.

I've never had much truck with mainstream American ideas about how much
older babies and toddlers "should" eat - their prescriptive meal sheets
just seem like a huge amount of food compared to what all the older
babies/younger toddlers I've known actually eat in solid foods.

But then, I'm also not convinced that toddlers of EPing mothers need to
be forced off a bottle against their will either - which places my
opinions pretty far outside all kinds of curves. I'm glad this mum is
looking at gentler options now. Please feel free to email me privately
if you're interested in getting her in touch a group of EPers with a lot
of older-child EPing experience.
