I have suggested Goat's Rue to many mothers who, I work with that have hypoplasia. I can't say if it hasn't worked out or not because the women that i have worked have had many factors that would cause low milk supply and only a couple of them have been able to achieve full milk supply. I try to start the goats rue early so it is hard to tell if there supply was boosted due to the goats rue or not. I also love More Milk Plus. There is a More Milk Plus special blend that has goats rue in it. 
I second increasing the pumping. That is going to be an important factor. Also lots of skin to skin time and try to help her pump when the infant is skin to skin.
