I've never had a problem traveling internationally with herbs in tincture
form. Just follow the standard rules. I put my tincture bottles in a quart
ziplock bag and show them to security as requested. So the More Milk
should be fine as and the goat's rue too as long as tincture and in a 1 or 2
oz bottle. If in a larger bottle, just transfer to smaller sized bottles.
I've taken my tinctures in hand-labeled bottles without a problem. If she's
using dried herbs, then customs may get concerned about fungi, insect eggs,
etc that could harm crops.
