I haven't seen the health promotion campaign under discussion but it seems to me that the issue that the campaigners are trying to get at is HOW parents should respond to crying babies. It is a harm minimisation strategy. It is preferable to leave a baby to cry than to respond to the crying by shaking the baby. It seems the campaign is trying to give parents a strategy OTHER than shaking for when they get fed up with baby's crying (and I know many of us have found ourselves at the end of our ropes with crying babies). Of course, this strategy should be coupled with some more foundational support and skill building for new parents ... so that their expectations of life with a new baby doesn't lead to the sort of frustration that can end in tragedy but many new parents are extremely isolated and lack the support and personal capacity to practice attachment parenting. Some parents are struggling to care for themselves, let alone a new baby - biology can be a bitch and newborns can be brutal.
